Abstract EN

The Cold War circumstances forced both opposing poles (USA & USSR) to adopt deterrent security policies and military strategies that relied primarily on the evolution of the nuclear arsenal.

Because of the nuclear race, new threats emerged at the global level.

Moreover, many countries have been able to manufacture nuclear weapons without showing it to the world.

Some other countries have considered that their survival and the support of their entity depends on the possession of this nuclear weapon, which construct the state identity structure.

The state nuclear behavior varied widely and based on its strategic options.

However, the exchange of nuclear expertise was a direct threat not only to the international peace and security; but also to the planet and humanity as a whole.

After September 11th, 2001 events, the main threat facing many countries in the near future is a nuclear terrorists attack, and there is an urgent need to reduce the damage caused by Nuclear terrorism, by prohibiting their access to nuclear weapons and radioactive materials destined for industrialization.
