The aim of this research is to investigate the causes of the increase in the rates of human rights violations despite the existence of the globally active of broad spectrum defense mechanisms.

However, several guarantees remain theoretical and incapable of ensuring a perfect and equitable enjoyment of rights.

The obstacle is not only the cultural diversity of societies.

But this is also due to the nature of international law itself.

Thus, the realization of equality between peoples is not feasible on the ground as regards rights.
