after the conquet of Armenia, Arabs founded an administrative system under which Armenid was considered a special administrative unit called at that time (Armenia province)managed by those held the title of "the prince of the Armenians"."Willaya" means that the caliph selects a person who has the demanded features for rulling to represent him in rulling and managing the provinces .there was a need for the assistance of rullers to administer Armenia , eff icieny was of the significant factors to identify the personality of the ruller.

the Euphrates peninsula province,armenia and azerbaycan mostly were all put under the command of one ruller or that the peninsula under a ruller, and that Armenia and Azerbaycan belong to another ruller.
