This article aims at shedding light on the various arrangements to combat the threat of terrorism, whether security or development.

This is a major serious security threat to all countries of the world, especially countries that suffer from weak development policies.

The link between the Sahel and the European Union has become the incubator of these terrorist cells.

Therefore, the Maghreb countries must develop a set of security and development mechanisms to counter terrorism.
