Although, the security institutions in the third world states is under questioned, but it stayed argue that it was keeping the vital core of state in many countries.

This debate takes an acdemic way in post cold war era.

This essay try to talk about the main security sector reform debates, and Algeria as case study.

Then try to say how is the security sector reform perespective support the democratic transition in Algeria?This study relies on the social logic for analysis, if we thought that security sector institutions has a social structure, and has their own inter-sucbjectivity background of roles such us ( arrest, eavesdropping, physical liquidation, investigation…), institutions can learn and mature, the physical liquidation in nineties erabecame in Algerian case unconvincing, and has been changed to containment.

And as results this study argues that several problems like: statehood, military then civil, civil society withdrew, the selectivity of security sector basesis the raison of uncompleted reform.
