Abstract EN

This study starts with a case-study on the Mediterranean where the phenomenon of JHA externalization will be highlighted.

Partnerships and cooperation agreements with third Mediterranean countries contain a clause or a chapter on JHA issues that solicit EU’s partners to cooperate in the field of transnational threats such as terrorism, Irregular Immigration, drug trafficking, money laundering, etc.

An evolution that demonstrates that through its partnerships, the EU is willing to export its ‘acquis communautaire’ and norms to the Mediterranean neighbours (part 1).

It will then be argued that the EU should explicitly engage with the question of actorness in the ENP by drawing up an Action-Oriented Paper (AOP) on JHA cooperation with the ENP countries, which enumerates both the objectives and the policy instruments available in this area (part 2).

Finally, drawing from the two previous sections, this study will attempt to raise some fundamental issues about the integration of JHA issues in EU’s external action and address the question of its added value for the EU as an international actor.

The problem in asking for such a cooperation, under the form of training programs, and cooperation between intelligence services and law enforcement agencies is the contradiction between the normative dynamics and the strategic interests, which challenges the EU’s normative power (part 3).
