This paper deals with the civil society in Morocco, and trying to search his role in strengthening local development process.

Especially in light of deep transformations that defined the civil movement structure of Morocco in the final stage, through turning the associative organization from institution of Mobilization and educational to the carrier's demand for a social institution carrier Corporation for social demand and cultural construction Foundation for social change bets, which make them able to do roles of institutional social movements incubation and carrier of citizen movements demands and developmental stakes reflect the emergence of new forms of collaborative work and also reflect real signs to form civil society enjoy high potential for litigation and intervention to bring about change.
