Maghreb countries sought immediately after independence and during the seventies of the construction process, starting from the great interest of local communities, and through the establishment of regulations and legislation designed to regulate the local groups.

And it raises this issue the following dilemma: What is the role of citizen participation between the effectiveness of the local authorities system and achieving the population demands? To conclude that the human element in the management of local groups in the Maghreb countries is characterized by a lack of competence and poor training of local staff, and then the need for the municipality provide adequate and specialized tires to help them carry out their mandate, because the human element is the main engine for basic domestic development.
