The housing crisis is generally understood as a simple disparity between housing availability and the production needs of the population.

For this, many wilayas want to control the growth of their cities by opting, as astep, for the creation of new cities.

The ambition of this article is to report on the production of a new city that has emerged in the last twenty years on the outskirts of Constantine,in order to solve the housing problems that weighed sharply and insistently on the mother city in full demographic expansion, as well as on its urban grouping.

In this context, our choice fell on the émergence of the new city Ali Mendjeli which presents the dual interest:being a recent and a marked city by a strong demand for housing production for targeted populations.This new city was created to accommodate the overflow of the mother city and achieve a better spatial and demographic balance.
