Arabic Abstract

هدفت الدراسة إلى التعرف على دور القوة في العلاقات الدولية كأداة و وسيلة من الوسائل التي تستخدمها الدولة في تحقيق مصالحها و ترسيخ وجودها و تعزيز قيمها و ثقافتها.

و ابرزت الدراسة كذلك الدور الامريكي كنموذج في امتلاك القوة.

و اعتمدت الدراسة استخدام منهج المصلحة القومية الذي يسعى نحو تحقيق المصلحة العليا للدولة، و منهج توازن القوى و هو المنهج الذي يسعى لتحليل العلاقات و تفهمها من منطلقات عملية و واقعية، و المنهج الواقعي الذي يركز على تحقيق المصلحة القومية من خلال استخدام القوة، باعتبار القوة هي المحرك الرئيسي للعلاقات الدولية داخل اطار النظام الدولي.

و قد توصلت الدراسة إلى مجموعة من النتائج والتوصيات، التي أكدت أن القوة لم تعد تقتصر على المفهوم العسكري التقليدي، بل ان القوة العسكرية هي جزء من قوى متعددة شاملة، لذلك فإن الدولة التي لا تمتلك القوى الشاملة تعد دولة ضعيفة لا يمكن ان يكون لها اثر في العلاقات الدولية كتلك التي تملك حزمة مكونات القوة المختلفة.

و استنتجت الدراسة أن التفرد بالقرار السياسي العالمي سيرسخ مبادئ العنف و الإرهاب والكراهية بين المجتمعات في العالم، و أن استخدام القوة المفرطة سيخلق فجوة كبيرة بين الدول.

كما تم إثبات صحة فرضية الدّراسة التي مفادها ان ثمة علاقة ارتباطيه بين مفهوم القوة في العلاقات الدولية و بين إمكانيات الدولة و قدراتها في تحقيق مصالحها و في تنفيذ قراراتها و في قدرتها على اتخاذ هذه القرارات.

English Abstract

The study aimed to identify the role of force in international relations as a tool and means of the state to achieve its interests and consolidate its existence and strengthen its values and culture.

The study also highlighted the American role as a model in the possession of power.

The study uses the approach of the national interest that seeks to achieve the supreme interest of the state, the approach of balance of power, which seeks to analyze relations and understand them from practical and realistic points of view, and the realistic approach that focuses on achieving the national interest through the use of force, Framework of the international system.

The study reached a set of conclusions and recommendations, which confirmed that the force is no longer limited to the conventional military concept, but that the military force is part of the forces of multiple comprehensive, so the state that does not possess the comprehensive powers is a weak state cannot have an impact in international relations such as those possessing a package of different components of power.

The study concluded that the uniqueness of the global political decision would perpetuate the principles of violence, terrorism and hatred among societies in the world, and that the use of excessive force would create a large gap between States.

The hypothesis of the study that the relationship between the concept of force in international relations and the capabilities and capabilities of the state in achieving its interests and in the implementation of its decisions and in its ability to make these decisions was proven.
