Arabic Abstract

تتناول هذه الدراسة الاستراتيجية الروسية في الشرق الأوسط في عهد بوتن (2012 - 2018) (سوريا دراسة حالة) حيث هدفت الدراسة إلى تحليل الاستراتيجية الروسية تجاه الشرق الأوسط التي انتهجها بوتن و الوقوف على طبيعة هذه الاستراتيجية، و طبيعة الدوافع خلفهـا و المرتكزات التي يستند عليها لتنفيذ هذه الاستراتيجية، و تكمن أهمية الدراسة بأنها تحلل سياسة دولة عظمى لها تأثيرها على الساحة الدولية و مناقشتها لمدى تأثير هذا التدخل على منطقة الشرق الأوسط.

منذ وصول بوتن للسلطة عام 2000 كانت الإرادة لاستعادة مكانة روسيا الدولية جليّة، و اجتهدت إدارته لأن يكون لروسيا وجودها كقوة كبرى و فاعل رئيس على الساحة الدولية مجددا، حيث عمل على تنظيم الحياة السياسية و ذلك بتنظيم الأحزاب، و أصلح الاقتصاد معتمدا على عوائد تجارة السلاح و النفط و الغاز بشكل أساس.

و اتبع سياسة نفعية براغماتية متحررا من الأيديولوجيا، و بني شراكات مع الدول الكبرى بما يحقق مصالح روسيا، كما وتدخل في الأزمات التي يعتقد أن التدخل فيها يخدم أهداف روسيا القومية مثل الأزمة الأوكرانية و الأزمة السورية.

لقد انطلقت الدراسة من فرضية وجود علاقة ارتباطية بين مكونات القوة في الدول، و بين سعي هذه الدول الى احتلال المراكز الأولى في حراك المجتمع الدولي، و قد خلصت الدراسة الى جملة استنتاجات أهمها : 1- تمكنت روسيا من بناء تفاهمات مع القوى الإقليمية في منطقة الشرق الأوسط، سواء تلك التي تعادي الولايات المتحدة مثل إيران أو تركيا التي تنتمي لحلف شمال الأطلسي أو مع تلك التي تدور في فلك السياسة الامريكية مثل السعودية.

2- قامت الإستراتيجية الروسية على التوجه الواقعي في وضع أهدافها القومية وألغت الأيديولوجية السابقة التي كانت الأصل في صوغ سياستها.

English Abstract

This study examines the Russian strategy in the Middle East under the Putin era (2012-2018) (Syria case study).

The study aimed at analyzing the Russian strategy towards the Middle East adopted by Putin and the nature of this strategy and the nature of the motives behind it and the foundations upon which to implement this strategy.

The importance of the study is that it analyzes the policy of a superpower with influence on the international arena and discusses the impact of this intervention on the Middle East.

Since Putin came to power in 2000, the will to restore Russia's international standing has been clear.

His administration has sought to have Russia as a major power and a major player on the international scene.

It has organized political life by organizing parties and reforming the economy, relying mainly on the proceeds of arms, oil and gas trade.

He built a pragmatic and liberal policy of pragmatism, built partnerships with major powers to achieve Russia's interests, and intervened in crises where intervention was believed to serve Russia's national goals such as the Ukrainian crisis and the Syrian crisis.

The study began from the hypothesis of the existence of a correlation between the components of power in the countries, and the pursuit of these countries to occupy the first positions in the mobility of the international community, the study concluded the conclusions of the most important: 1 - Russia has been able to build understandings with the regional powers in the Middle East, whether those hostile to the United States, such as Iran or Turkey, belonging to the North Atlantic Treaty or with those in the orbit of US policy, such as Saudi Arabia.

2 - The Russian strategy on the realistic direction in the development of its national goals and abolished the previous ideology, which was the origin in the formulation of its policy.
