Surface water is an important source of life in the governorate of Karbala, but attention to it is disproportionate to its strategic importance as a basic and limited resource.

Water policy focused on water supply only and did not care about demand.

Therefore, its consumption of water was not economical.

Water, and others with a decline in the productivity of economic sectors.

Therefore, the research showed that there is a direct relationship between water revenues and economic consumption.

The higher the water revenues, the greater the share of the various economic consumption of water and the less the water revenues, the lower the share of economic sectors of water.

And as a result of the sources of water resources in the province of Karbala (Euphrates) outside the Iraqi border, which made the river waters hostage to existing relations with neighboring countries and human consumption.
