Arabic Abstract
تعاني المؤسسات المقدمة لخدمات الاسعاف و الطوارئ الحكومي في قطاع غزة من التوزيع العشوائي لمقرات خدمات الاسعاف و الطوارئ، حيث يعمل في قطاع غزة ثلاثة من مزودي خدمات الاسعاف و الطوارئ الحكومي و كل منهما يتبع مرجعية إدارية مختلفة، هدفت هذه الدراسة إلى التعرف على مدى توفر العوامل المؤثرة في توحيد استراتيجية منظومة الإسعاف و الطوارئ الحكومي في قطاع غزة، و المتمثلة في تدريب و تأهيل العاملين، خطط الطوارئ القدرة على التعامل مع التوترات الامنية المختلفة، المرجعية الإدارية، ازدواجية الخدمات، تعدد مزودي خدمة الإسعاف والطوارئ الحكومي، و لتحقيق أهداف الدراسة استخدمت الباحثة المنهج الوصفي التحليلي، و تكون مجتمع الدراسة من الاداريين و المسعفين و سائقي سيارات الإسعاف في الإسعاف الحكومي في قطاع غزة، و البالغ عددهم ٢٦٣ موظف، و قد قامت الباحثة باستخدام أسلوب الحصر الشامل لجميع أفراد مجتمع الدراسة، حيث تم توزيع الاستبانة على كافة أفراد مجتمع الدراسة، و قد تم استرداد ۲۰۹ استبانة، بنسبة ٧٩٠٤٦% .
وكان من أهم نتائج الدراسة : 1 تتوفر العوامل المؤثرة على توحيد استراتيجية منظومة الإسعاف و الطوارئ الحكومي في قطاع غزة بوزن نسبي 68.47%.

يتوفر عامل مزودي خدمات الإسعاف و الطوارئ الحكومي بوزن نسبي 68.78%، بينما يتوفر عامل المرجعية الإدارية بوزن نسبي ،67.93%، بينما يتوفر عامل خطط الطوارئ بوزن نسبي 67.60% ، يتوفر عامل ازدواجية الخدمات بوزن نسبي 69.20%، بينما يتوفر عامل التوترات الأمنية بوزن نسبي 68.58%، بينما يتوفر عامل تدريب و تأهيل العاملين بوزن النسبي 68.44%.
و كان من أهم توصيات الدراسة : 1- ضرورة تبني استراتيجية عمل موحدة تضم جميع مزودي خدمات الإسعاف و الطوارئ الحكومي في قطاع غزة بما فيها (إدارة الاسعاف والطوارئ في الدفاع المدني إدارة العمليات و الاسعاف و الطوارئ في الخدمات الطبية العسكرية، وحدة الإسعاف والطوارئ في وزارة الصحه).
2- ضرورة إنشاء رقم وطني موحد للإسعاف و الطوارئ حتى لا يكون هناك تداخل في المهام و المسؤوليات لدى الأفراد العاملين في مجال الإسعاف و الطوارئ الحكومي في قطاع غزة.
English Abstract
The institutions providing governmental ambulance services in the Gaza Strip suffer from the indiscriminate distribution of ambulance services.
In the Gaza Strip, there are three governmental ambulance services providers, each with a different administrative authority.
This study aimed to understand the extent of availability of factors that affect the unification of governmental ambulance services system strategy in Gaza strip.
The investigated strategy covers the following dimensions : (employees' training and qualification, emergency plans, ability to manage different security tensions, administrative reference, services duality, multi providers of public first aid and emergency service).
In order to achieve the study objectives, the researcher adopted the descriptive analytical design.
The study population included all administrators, paramedics, and ambulance drivers at public emergency department in the Gaza Strip totaling (263) members.
The researcher used census survey method for all study population and distributed questionnaires to all of them.
A number of 209 questionnaires were retrieved representing a response rate of (79.46%).
The most important results of the study : •The factors that affect the unification of governmental ambulance services system strategy in Gaza strip are available by a relative weight of (68.47%).
•The factor affecting the providers of governmental ambulance services is available by a relative weight of (68.78%), the factor affecting the administrative reference is available by a relative weight of (67.93%), the factor affecting the emergency plans is available by a relative weight of (67.60%), the factor affecting the services duality is available by a relative weight of (69.20%), the factor affecting the security tensions is available by a relative weight of (68.58%), and the factor affecting the employees' training and qualifying is available by a relative weight of (68.44%).
The most important recommendations of the study : •The necessity to adopt a united work strategy that involves all providers of governmental ambulance services in the Gaza Strip including (Civil Defense, Military Medical Services, Ambulance and Emergency Unit in Health Ministry).
•The necessity to create a standard national number for ambulance services system to minimize the interference of tasks and responsibilities among the workforce in governmental ambulance services in the Gaza Strip.
