Arabic Abstract

هدفت الدراسة إلى بيان دور التخطيط لإدارة الموارد البشرية في تحسين جودة خدمات الإسعاف و الطوارئ في القطاع الحكومي بغزة، و لتحقيق الأهداف اتبع الباحث المنهج الوصفي التحليلي المبنى على الأسس النظرية في أدبيات الدراسة و الدراسة الميدانية المبنية على توزيع الاستبيان على رؤساء الأقسام لدى وحدات وإدارات الإسعاف و الطوارئ في ( وزارة الصحة، المديرية العامة للدفاع المدني المديرية العامة للخدمات الطبية العسكرية و من ثم مناقشة النتائج مع وذوى الاختصاص و الخبرة في إدارة الخدمات الإسعافية.

توصلت الدراسة إلى وجود موافقة بدرجة كبيرة على جودة الخدمات بشكل عام إذ بلغت 82.06%، و موافقة بدرجة كبيرة على أثر التخطيط لإدارة الموارد البشرية على الحالات الطارئة بنسبة 75.75%، و موافقة بدرجة كبيرة على أثر التخطيط لإدارة الموارد البشرية على مزودي خدمات الإسعاف و الطوارئ بمعدل 75.71%، و موافقة بدرجة كبيرة على تخطيط الموارد البشرية حيث بلغت درجة الموافقة 16-75%، و موافقة بدرجة كبيرة على تخطيط العاملين حيث بلغت درجة الموافقة 75.63%، و موافقة بدرجة كبيرة على تخطيط التوصيف الوظيفي حيث بلغت درجة الموافقة 74.80%، وموافقة بدرجة كبيرة على التخطيط في إدارة الموارد البشرية حيث بلغت درجة الموافقة .75.17%، و قلة الموارد البشرية العاملة في مجال الإسعاف والطوارئ مقارنة بالمعايير الدولية و خاصة بما يتعلق بمعيار المسعفين مقابل السكان، و يتواجد عشوائية في توزيع الموارد البشرية و خاصة التابعة للمؤسسات و الجمعيات الأهلية، و كذلك عدم وجود فحص للموارد البشرية العاملة في تلك المؤسسات، و عدم وجود لائحة قانونية للتعامل مع المتطوعين و الإصابات التي يتعرضون لها خلال الأحداث الميدانية أوصت الدراسة بتوحيد التخطيط للموارد البشرية ضمن خطة وطنية واضحة و موزعة على كافة مزودي الخدمات، و الإسراع في تشكيل هيئة وطنية عليا للإسعاف و الطوارئ الحكومي، تكوين فرق المتطوعين بالتنسيق مع اللجان المحلية و ذلك لإسناد الخدمات في الحوادث الكبرى توحيد استراتيجيات التدريب و التأهيل التنموي للعاملين، تحديد الخطط اللازمة لتوفير القوى البشرية العاملة بكفاءة و مهنية تتلاءم مع الأعباء.

English Abstract

This study aimed to explain the role of planning for human resources management in improving the quality of ambulance and emergency services in the governmental sector in Gaza.

In order to achieve the objectives, the researcher followed the analytical descriptive method based on the theoretical bases in the literature of the study and the field study based on distributing a questionnaire to the heads of departments in ambulance and emergency departments in (Ministry of Health, Directorate General of Civil Defense, Directorate General of Military Medical Services) and then discuss the results with specialists and experienced in the management of ambulance and emergency services.

The study found that there was a high level of approval for the quality of services in general, which amounted to 82.06%, and a great deal of approval of the impact of planning for human resources management on emergency cases by 75.75%, and a significant approval of the impact of human resource planning on ambulance and emergency service providers at a rate of 75.71%, With a high level of approval for human resources planning, where the degree of approval has reached 75.16%.

With a high approval level of 75.63% for staff planning, and a high level of approval of the job description planning with a level of approval of 74.80% and a high degree of approval for planning in human resource management with an approval level of 75.17%.

And there is lack of human resources working in the field of ambulance and emergency in comparison with international standards, especially with regard to the criterion of paramedics against the population.Also, there is random in the distribution of human resources, especially of institutions and civil associations, as well as the lack of an examination of the human resources working in those institutions.

In addition to the absence of a legal regulation to deal with volunteers and injuries who are exposed to during field events.

The study recommended standardization of the planning of human resources within a clear national plan distributed to all service providers, speeding up the formation of a national high commission for ambulance andemergencyin government sector, forming volunteer teams in coordination with local committees to support services in major accidents, standardizing the training and rehabilitation strategies for staff, and determining the necessary plans to provide staff that working efficiently and professionally to suit burdens.
