This paper is designed to test the relationship between the components of the ethical climate (individual ethics and organizational ethics) on the one hand, and the building of the ethics of public administration on the other, based on justice, responsibility, transparency and accountability, and the test was conducted at four communes of the province of saida.

This study holds their importance by its identification of the impact of the ethical climate and their individual and organizational dimensions of the ethics of public administration personnel, and that there to enab e the knowledge of the points of the failure and weaknesses of the ethical values and our public administrations, and then develop appropriate strategies for establishing moral value as justice, accountability', transparency and accountability, and providing public officials with an appropriate ethical climate to help them face ethical dilemmas and overcome.
