Study title: a proposed program to develop the values and skills necessary to promote moderation and combat terrorism among pre university education students in the light of the vision of the kingdom of Saudi Arabia (2030) .

The study aimed at: developing the values and skills necessary to promote moderation and combat terrorism among pre university education students through: 1.

Preparing a list of valuesto promote moderation and combat terrorism that needed to developed among pre university education students.

2.

Preparing a list of skills necessary to be developed to promote moderation and combat terrorism among pre university education students.

3.

Preparing a programme in developing the values and skills necessary to promote moderation and combat terrorism among pre university education students.

4.

Identifying an appropriate degree of the proposed programme from the viewpoint of experts and specialists.

Study method : the researcher applied the descriptive method, and the study population consisted of all pre university education students in the kingdom of Saudi Arabia, a sample was selected by experts and specialists to administer study tools, and know an appropriate degree of the proposed programme for the application.

The validity and reliability of study materials were verified, and statistically processed.

Among the most prominent findings of the study: identifying the two lists of values and skills necessary to promote moderation and combat terrorism among pre university education students, preparing the proposed programme and verifying the validity of the application.

In the light of the findings, the study recommended the need to benefit from the vision of the Kingdom of Saudi Arabia (2030), in building a developed, organized and national strategy to counter the threat of terrorism, make use of the two lists of values and skills ofthe study and the proposed programme in promoting moderation and counter terrorism among pre university education students.
