Abstract EN

Local financial resources are a key requirement for strengthening and the role of local authorities in local development.

These resources are divided into scarce internal own resources dominated by fiscal incomes and external revenues almost entirely dependent on government subsidies –that are related to the hydrocarbon sector –which widen the gap between local resources and expenditures and led to a continuous fiscal deficit of local authorities in Algeria.

The aim of this study is to highlight the most important aspects of the local funding imbalance in Algeria, and propose a set of mechanisms that should increase revenues and reduce local spending, especially on the management side.
