Abstract EN

This research seeks to shed light on the responsibility of the State in assuming its vital affairs, namely the achievement and preservation of food security, through compliance with the texts of Islamic Shari’a that provide for such responsibility.

The research draws the scholars’ attention to these texts as it highlights state’s responsibility and role in preserving Shari’a’s objectives.

The research also underlines the vital role of the chief of the state in achieving food security and other related responsibilities, through exploring Hisba System in Islam, which is considered as the basis of all responsibilities placed upon the chief of the state, including subsequent follow-up and control as well as holding violators and defaulting officers accountable.

In the second part of study, the researcher reviewed the experience of the United Arab Emirates and its responsibility in achieving food security, as the State, through its constitution as well as legislative and regulatory acts, has shouldered this responsibility and consequently established the entities responsible for food security.

In this context, the research explored the experience of Abu Dhabi Food Control Authority as an organizing entity that seeks to achieve food security.
