With the new millennium, we get into a new' era to information, knowledge and learning .The information and communication technologies, that are their drawing force, induce deep changes on private and public organizations and our society in general.

Their main effect is to magnify the qualities or the defects of the previous organizations through extraordinary' dynamics of change linked to a growing complexity.

Thus, the development of the e-administration and so opens new prospects to give another thought to the organizational processes in order to improve the services supplying.

The e-administration can promote the setting of new organizational practices while improving the interactions of the administration with its users and with other organizations, and while improving the exchange of information.

And likewise, the study of the practices has shown that the electronic administration has proven a strong means for providing better quality public services, for reducing the waiting delays and improving the quality/price, for increasing the productivity and improving the transparency and the responsibility? of the services.
