Now da;ys , press organization are witnessing fierce and huge competition between themselves in order to control the most important shares and to acquire the interest and loyalty of the largest proposition of public , this situation led many of these organizations to search for new factors and pillars which the;y make their own distinction in the light of what its world is living of similarities in the term of standards foundations , methods and models , so the alternative was dependent on the direction of changes the work systems by abandoning the traditional methods of management —which resulted in low levels of productivity , loss of recourses and effort , high levels of public satisfaction — and working on adapting modem methods that make quality the main focus on which the various aspects of work within the institution revolve around .

it is one of the most prominent and important modem administrative systems that the major international press organizations have adopted in adopting them the current challenges have become the standard of success and professionalism of the press organization , coupled with the extent of their adoption and actual embotivdediment of the principles of TQM or not ,and on this basis many Algerian press organizations have taken the approach to this administrative system and its application in Tsei Including algeria's AL-Shorouq daily foundation However the application of TQM in the press organization needs to be an interaction, acceptance and conviction by all employees of the intuition in different positions and ranks with the various principles and objectives on which this administrative philosophy is based.

The first of the employees is to mention the category of communicators whose position within the press organization is sensitive and important Especially since they constitute the most important link between their media outputs and target audiences.

Hence, their attitudes towards the application of TQM within their organization are of great importance.

Therefore , the trends of the communicators in the newspaper , the tone of TQM , plays a crucial role in the successful adoption and implementation of the administrative approach in managing the newspaper .
