Abstract EN

This study entitled "E-government and public service in Algeria: challenges and issues" is an answer to the following question: how e-government contributes to the development of the Algerian public administration to improve the public service? To answer this question, this stud;y is divided into three axes: 1- First axis: the various implications of the concept of e-government and the public service, 2- Second axis: the reality of the relationship between e-government and the public service in Algeria, 3-Third axis: the obstacles of the electronic administration in the services Algeria and mechanisms of its implementation.

The importance of this stud;y lies in the role of the e-government in the development of the Algerian public administration, allowing access to a quality public service and the approximation of the administration of the citizen, so that it it receives a faster and better service than that provided by the traditional administration.

This stud;y aims to shed light on the reality of the relationship between online administration and the public service in Algeria, and to propose a set of mechanisms to strengthen this relationship.

Through this document, we have drawn a number of results from the following reports: ( E-government is a modern process in the development of the public administration for the improvement of the public service, since this is the essence of the work of the government, it provides permanent services to all the citizens .

The Algerian e-government program is recent, the first project of which is launched in (2009-2013) in Algeria to provide a public service, focused on the preparation of the environment of e-government services, through the establishment of an appropriate platform for this project, through the enactment of legislative measures, computer, technological, communication, material, human and financial resources ..., We further concluded that e-government in Algeria has not adequately met its objectives because of a number of problems that have hindered the project's security and speed and its widespread use.

Among the most important problems are administrative corruption, underdevelopment, the scourge of bureaucracy, computer illiteracy, weak communication technologies, poor planning and lack of rationalization of implementation and management.

In the second part of this study we thought of exposing a number of effective mechanisms to solve the problems encountered by the e-government project in Algeria, namely: Supports political and administrative authorities in the local e-government project, Implement the partnership with the private sector in the field of e-government services, The application of e-government as part of the overall quality, Citizens literacy, trust, privacy and security, - Increased transparency and participation, the need to measure the performance of e-government in public services where it is already in operation).

Nous trouvons que l'expérience algérienne dans le domaine de l'administration électronique, malgré sa modernité elle a la puissance d'appliquée une partie acceptable de ce projet, mais il ne suffit pas d'atteindre les objectifs souhaités, et le développement et la modernisation la plus importante de l'administration publique algérienne, afin de parvenir à la qualité du service public, en cours de développement connu par de nombreux peuples du monde , l'Algérie a réussi à transformer de nombreux services publics anciennes aux services électroniques, en particulier l'administratif et le financier, citoyen de l'Algérie a longtemps souffert d'une mauvaise gestion de l'administration publique et de certains faibles services publics, en raison d'un certain nombre de problèmes qui ont nui à la rationalisation de la performance de l'administration Ce qui a eu un impact négatif sur ses services aux citoyens, afin de résoudre ces problèmes, les chercheurs universitaires se sont efforcés de fournir les solutions nécessaires pour changer la réalité concernant ce sujet pour le mieux.
