Considering the importance of performance evaluation in school administration, which is one aspect of recurred nurturing that contributes to developing administrative work, and activating the leading role of school director, it was obligatory to consider legalizing the level of performance of primary school director as the primary supervisor of the school administration through relating him to a cluster of behaviors that collectively form the standard of a district performance that contributes to the advancement of administrative practices including the organization, planning, pursuing, and other administrative processes, in addition to activating the leading role of the school director which conserves the equilibrium of the institutions and the flexibility of performance.

Therefore, the school succeeds in achieving the educational goals that the educational system identifies considering that the administrative and leadership effectivity of the school director are cosidered some of the basic determinants for the educational process effectivity, especially when it has to do with the most important educational stage, that is primary education.

This research paper is an attempt to contribute to moving the topic of performance evaluation in school administration from theoretical to practical processing.

In this concern, I will try to offer an initial perception to an observational network that was the compendium of a persistent work throughout six ;years of research on the topic of administrative leadership skills needed for primary school director, some were mentioned in the body of the work, such as testing leadership potency for Mohammed Mounir Moursi.

It was also a connotation for a special effort that started based on administrative leadership skills on which a questionnaire about administrative leadership skills was built.

This network aims at measuring the level of performance for school directors in the light of administrative leadership skills through direct observation.

This tool helps researchers and decision makers in measuring the level of performance in school administration whatever its nature, goals, or tasks, and whatever position it occupies in the educational system starting from the similarity of the tasks and roles, and the need for the already mentioned skills.

And to facilitate performance evaluation, a cluster of skills were identified.

These are divided into three dimensions whose indexes together form the formative standard performance and within which the performance of school director is judged.

These standards were called administrative leadership skills based on what was outlined in the theoretical legacy about the topic, particularly Robert Cats who be holds the importance of the availability of three leadership skills in each responsible on any regulative unit, which are the artistic competences, the humanitarian skills, and the perceptive skills, conceptual skills.

And to thoroughly grasp this topic, it was essential to start-up from its theoretical frame, beginning from problem statement, identification of the principal concepts, to the topic's theoretical background, to determining the justification of the suggested network observation and its objective; and identifying the proceedings of the application on the standard sample according to what the methodological adjustments demand; and then doing the appropriate regulative measures; and finally, designing the primary form of the tool and displaying it in the appendices to project it for discussion and enrichment from the methodological, academic, procedural aspects, with the aim of reformulating and out putting it in an image that copes with the scientific demands particular to building scientific research tools, and then applying it to the scientific studies related to the topic.

Pour déterminer l'efficacité administrative et de leadership du directeur de l'école primaire ; il est nécessaire d'adopter des méthodes objectives et standardisés qui profitent aux chercheurs et aux décideurs dans l'évaluation duniveau de performance de cette catégorie, à la fois administratif et de direction.

Et comme tentative de mesurer le degré de maitrise du directeur de l'école primaire des habilités de leadership administratif dans ses trois dimensions : technique, humaine et conceptuelle, Je propose une approche théorique pour évaluer la performance de ce dernier à la lumière des habilités de leadeship administratif à travers l'utilisation d'une grille d'observation standardisée qui inclut des indicateurs comportementaux quantifiables, définissant leurs objectifs et les procédures de standardisation et les mettre pour l'enrichissement et la discussion selon les besoins, puis la possibilité de bénéficier des résultats dans la publication des dispositions objectives , contribuer à rationaliser le processus de prise de décision et améliorer le niveau de performance administrative et de leadership du directeur de l'école primaire dans le sens qui contribue à la réalisation des objectifs éducatifs.
