Arabic Abstract

تهدف الدراسة إلى التعرف على اتجاهات الصحفيين الفلسطينيين نحو أخلاقيات الصحافة الاستقصائية في فلسطين، و مدى التزام الصحفيين بأخلاقيات الصحافة الاستقصائية، و التعرف على طبيعة الاشكاليات المهنية و الاخلاقية التي يقع فيها الصحفيون الاستقصائيون، و المقترحات التي تؤدي الى تعزيز اخلاقيات الصحافة الاستقصائية في فلسطين.

و تنتمي هذه الدراسة إلى البحوث الوصفية، و استخدم الباحث منهج المسح، و في إطاره تم توظيف أسلوب مسح أساليب الممارسة، و اعتمد الباحث على نظرية المسؤولية الاجتماعية، و تم جمع البيانات باستخدام أداتي صحيفة الاستقصاء، و تم توزيعها على عينة متاحة قوامها (76) مفردة من الصحفيين الممارسين للصحافة الاستقصائية في المؤسسات الإعلامية داخل محافظات فلسطين، و أداة المقابلة المعمقة.

و خلصت الدراسة إلى مجموعة من النتائج، أهمها : 1.

وافق الصحفيون بدرجة كبيرة جداً على محافظة الصحفيين الاستقصائيين على سرية مصادر المعلومات الخاصة بالتحقيق خوفاً على المصدر من الملاحقة من قبل أصحاب الشأن بنسبة (87.60%).

2.

أيد الصحفيين بدرجة كبيرة على تبرير لجوء الصحفيين الاستقصائيين الى التسجيل و التصوير السري إذا كانت ظروف العمل و صعوبات الحصول على المعلومات تستدعي ذلك بنسبة (74.40%).

3.

وافق الصحفيين بدرجة كبيرة على قيام الصحفي الاستقصائي بالتنكر من أجل الوصول الى المعلومات و لتحقيق الهدف المنشود بنسبة (72.80%).

و بناء على هذه النتائج، خلصت الدراسة إلى عدد من توصيات أهمها : 1.

ضرورة إخضاع الصحفيين الاستقصائيين إلى دورات تدريبية مختصة بأخلاقيات الصحافة الاستقصائية.

2.

وجود تشريعات تضمن للصحفيين الاستقصائيين الحق للوصول الى المعلومات.

3.

تقديم رؤية واضحة لأخلاقيات الصحافة الاستقصائية من خلال مشاركة الصحفيين الاستقصائيين لهذه الرؤية و المقترحات.

English Abstract

This study aims at : identifying Palestinian journalists' attitudes towards investigative journalism ethics in Palestine and the extent to which the journalists are committed to the investigative journalism ethics, highlighting the nature of professional and ethical problematic issues endured by the investigative journalists, and presenting suggestions for promoting the investigative journalism ethics in Palestine.

The study belongs to the descriptive researches type, where the researcher adopted the survey approaches.

Within its frame, the media practices survey method was employed.

The researcher also adopted the social responsibility theory.

Data was collected using two tools; a questionnaire (investigative form) which was distributed to an available sample consisted of (76) respondents selected from journalists who practice investigative journalism within media institutions inside the Palestinian governorates, and an in-depth interview.

The study concluded with several results, the most important of which are : 1.

The journalists considerably approved that the investigative journalists should maintain the confidentiality of the investigation-related information sources fearing that the source might be chased by the concerned parties of the investigation exposure.

This approval came by (87.60%).

2.

The journalists considerably approved that the investigative journalists' reliance on secret sound recording and video tapping is justified only if work circumstances and the difficulty in gathering information require such act.

This approval came by (74.40%).

3.

The journalists highly approved that the investigative journalists might disguise to access information and to attain the required objective.

This approval came by (72.80%).

In light of the above results, the study reached a set of recommendations, the most important of which are : 1.

The investigative journalists should receive training courses on investigative journalism ethics.

2.

It is necessary to enact legislations that guarantee the investigative journalists have the right to access information.

3.

It is important to introduce a clear vision of investigative journalism ethics through the participation of investigative journalists in forming this vision and presenting their suggestions.
