Management reform in the context of the 21st century is based on the application of modern management methods such as e-government, smart government and e-administration, all of which have recently emerged in the context of the advancement of information technology and the increasing use of computers.

Contemporary management is not a ready-to-use recipe, but requires enormous physical and human potential.

Through this research, we aim to evaluate the e-Algeria project 2008-2013 by presenting the most important strengths and weaknesses and identifying the main obstacles that prevented the implementation of the project.
