The cultural rights of minorities are of a special double nature, which they have exercised in accordance with the principles of individual or collective rights, namely, the protection of these rights in accordance with the general protection of the individual in human rights conventions or their protection in accordance with the special protection established in the conventions and declarations of minorities.

Thus, the browser of the International Covenant on Civil and Political Rights (ICCPR) finds it combining the two principles.

It protects it as individuals and as a minority.

In this paper we will attempt to browse the texts of the Covenant, to determine the legal basis, to protect the cultural rights of minorities.
