The various forms of terrorism and its means are characterized by the multiplicity and diversity of terrorist groups and the different objectives and times of their emergence.

The post-cold-war security transformations have been linked to the emergence of the most serious form of terrorism nuclear terrorism which has taken a great deal of international attention due to the seriousness of its consequences and its impossibility and containment.

The international organizations and the various agencies of the international community are urged to put in place effective monitoring mechanisms aimed at eliminating the phenomenon and preventing its spread.

This raises questions about the dimensions and limits of the phenomenon and the mechanisms of the international community to confront them.
