Abstract EN

This study investigates the failure factors of software systems and software development projects in the public sector in Sudan.

The study is based on the results of focus group discussions by managers and practitioners from IT departments within public sector organizations.

The study identified 12 failure factors having the highest impact on the success of software development projects within the public sector.

The practitioners ranked “poor requirements determination” and “lack of competent developers” as the most important failure factors of software projects, followed by factors related to the limited funding of IT projects in the public sector.

The findings of this study have highlighted the importance of a unified central IT policy for the Sudanese public sector that defines guidelines for the processes, requirements, development and management of public sector software projects.

In view of the limited studies of IT projects in the public sector in Sudan, this paper represents a step for future research into the software development practices in the public sector.

Furthermore, the results represent a guide for policy makers and IT practitioners to implement regulations to improve the success rate of software systems in the Sudanese public sector.
