The negative and separate administrative decisions have a special advantage over the ordinary decisions, in the way, the negative decisions are able to stop the administration from taken any decision that it should take it legally, while the separate decisions are concerning the decisions which separate from the administrative contract because considered that the administrative contract is not administrative decision and it should be not contested for its abolishment.

The advantage of these kind of decisions is, in the suspending their execution; which is a special case that is not allow the Judge to take it only in the limited aspects and conditions, as in the case if suspending the execution concerned in these kind of decisions.

Therefore, we have decided to study suspending the implementation in general and how the French, Egyptian and Iraqi Legislators tried to apply suspending the Implementation on these kinds of decisions.
