The right to address public authorities by petitions and complaints is one of the individual means to participate in public affairs of individuals, because of what they (petitions) included of the important issues to the individual, society and public authorities alike, also the right to address public authorities gives the citizen a positive and important role in public life because it allows him to contact the authorities directly and submit his proposals and grievances, and the right to address public authorities is a real guarantor of rights and public freedoms and to protect them from abuse by any party in order to achieve more stability in the community and enhances the spirit of citizenship and affiliation among its individuals.

In this regard, we note that many constitutions in various countries around the world confirm this right and provided it in the constitutional document, in addition to organize same by ordinary laws which are complementary constitutional system, and give citizens the right to address public authorities individually or collectively, and whether the petitions subject relates to personal or General issues.

The research shedding the light to the position of the Constitution of the Republic of Iraq for the year 2005, of the right to address public authorities and whether the Constitution includes provisions that could form a constitutional base to exercise this right? Is organizing this right by ordinary laws is a grantee to ensure its exercising by individuals and not to impose any limitations or restrictions to? In a compression with each of the amended French Constitution for the year 1958, and the amended Lebanese constitution for the year 1926.
