Arabic Abstract

هدفت هذه الدراسة بشكل اساسي الى التعرف على أثر الشراكات بين المؤسسات الدولية و المحلية في قطاع غزة على تحسين اداء و تنمية كفاءة المؤسسات المحلية، و من أجل تحقيق الهدف من هذه الدراسة تم اعتماد المنهج الوصفي التحليلي، و تكون مجتمع الدراسة من أعضاء مجالس الإدارة و العاملين في الجمعيات المحلية بقطاع غزة و المسجلة رسميا لدى وزارة الداخلية و التي يزيد عمرها عن 5 سنوات حيث انها هي الجمعيات التي تحظى باهتمام الجمعيات الدولية عند ابرام الشراكة وبلغ عدد هذه الجمعيات 677 جمعية كما بلغ مجتمع الدراسة 7,237 موزعين على 5,125 عضو مجلس ادارة و 674 من المدراء التنفيذيين و عدد 1,348 من مدراء و منسقي البرامج و المشاريع، و قام الباحث بتوزيع 435 استبانة على عينة عشوائية طبقية حيث تم استرداد 389 استبانة بنسبة استرداد 89.42% و لقد توصلت الدراسة إلى أن هناك أثر للشراكات بين المؤسسات الدولية و المحلية في قطاع غزة على تحسين اداء و تنمية كفاءة المؤسسات المحلية، كما أظهرت النتائج وجود تأثير ايجابي كبير لكل من التنسيق و التشبيك، بناء القدرات التطوير المؤسساتي على تحسين أداء و تنمية كفاءات المؤسسات المحلية، بينما كان الأثر للتدريب و الدعم المالي يسيطا، كما أظهرت النتائج وجود فروق ذات دلالة إحصائية تعزى إلى الجنس وعدد الموظفين في الجمعية و عمر الجمعية لأثر الشراكات بين المؤسسات الدولية و المحلية في قطاع غزة على تحصين أداء المؤسسات المحلية و تنمية كفاءتها، في المقابل لم يكن هناك فروق تعزى الى الفئة العمرية، و المؤهل العلمي، و سنوات الخدمة داخل المؤسسة.

و بناء على النتائج السابقة أوصت الدراسة تعزيز مشاركة الجمعيات المحلية في الإجتماعات التنسيقية و الحد من الإزدواجية في المشاريع، و تعزيز المرونة في المناقلة بين بنود الموازنة من اجل زيادة كفاءة تنفيذ المشاريع ماليا، و تقديم الدعم الفني و اللوجستي و تطوير الانظمة و المساعدة في سد الفجوات الموجودة لدى الجمعيات المحلية، كذلك عقد برامج تدريبية لتطوير الكادر البشري في الجمعيات المحلية بالاضافة الى العمل على توظيف مخرجات التقييم لزيادة مستوى جودة خدمات الجمعية، علاوة على تحديث خطة تطويرية للجمعية مرتبطة بجدول زمني للتنفيذ، مع ضرورة العمل على تطوير نظام رقابي فعال يهدف الى فصل الصلاحيات بين الوظائف المختلفة، كما أوصت الدراسة على تعزيز استثمار وسائل الإعلام لتسليط الضوء على الأنشطة المنفذة بالشراكة مع المؤسسات الدولية بهدف تعزيز صورة الجمعية لدى الممولين الآخرين.

English Abstract

The aim of this study was to identify the impact of partnerships between international and local non-governmental organizations in the Gaza Strip on improving the performance and development of the efficiency of local organizations.

In order to achieve the objective of this study, the descriptive and analytical approach was followed.

The study population consisted of members of the Boards of Directors and employees of local non-governmental organizations (LNGOs) in the Gaza Strip, which are registered at the the Ministry of Interior and with more than 5 years since its establishment.

International non-governmental organizations (INGOs) are of interest to those characteristics at LNGOs when a partnership is concluded.

The number of these associations reached 677.

The study population was 7,237 (5,125 were board members, 674 executive's directors, and 1,348 managers and coordinators of programs and projects).

435 questionnaires were distributed on a stratified random sample based on the age of the organization, 389 questionnaires were retrieved, producing 89.42% response rate for this study.

The study found that there is an impact of partnerships between Ingo's and LNGOs in the Gaza Strip on improving the performance and efficiency of LNGOs.

There is a significant positive impact of coordination, networking, capacity building, and institutional development on improving the performance and development of LNGOs competencies, while the impact of training and financial support is less than the previous variables.

There are significant statistical differences at the level of significance (α≤0.05) in respondents' answers in the impact of partnership on improving the performance and efficiency of LNGOs attributed to sex, number of employees working and age of organization.

In contrast, there are no significant statistical differences attributed to age, academic qualifications, and years of experience inside the organization.

Based on the previous finding the the study recommends strengthening the participation of LNGOs in coordination meetings to ensure that no duplication of provided services to the same target groups.

Enhance flexibility in reallocation between budget lines in order to increase the financial efficiency of project implementation.

Provide technical and logistical support and systems development and assist them to bridge the gaps existing among LNGOs.

Conduct training programs to develop employees in LNGOs and work on the projects’ evaluation findings to increase the quality of the services.

Develop and update a capacity building plan for LNGOs with a timetable for implementation.

Develop an effective quality assurance system aimed at segregation of duties.

Invest in the media to highlight the activities carried out in partnership with INGOs in order to enhance the image of the LNGOs for third parties' financiers.
