هدفت الدراسة إلى معرفة أثر تطبيق المعايير الدولية للسلامة والصحة المهنية OHSAS 18001 على سلوك المواطنة التنظيمية (دراسة ميدانية على البلديات الكبرى في قطاع غزة)، ولتحقيق أهداف الدراسة اتبع الباحث المنهج الوصفي التحليلي واستخدم الاستبانة كأداة رئيسة لجمع البيانات، وقد تكون مجتمع الدراسة من أصحاب المناصب الإشرافية في البلديات الكبرى والبالغ عددهم (505) موظف، واستخدم الباحث العينة العشوائية الطبقية، و قد قام بتوزيع (218) استبانة، كما قام بإجراء مقابلات شخصية مع بعض ذوي الاختصاص من أجل جمع المزيد من البيانات، و تم استرداد (181) استبانة بنسبة بلغت (83.02%) و تم استخدام برنامج (( SPSS الإحصائي لتحليل البيانات.

وقد توصلت الدراسة إلى وجود علاقة ذات دلالة إحصائية طردية ضعيفة بين تطبيق متطلبات المعايير الدولية للسلامة والصحة 18001 OHSAS وبين سلوك المواطنة التنظيمية لدى العاملين في البلديات الكبرى في قطاع غزة، و توصلت أيضا إلى وجود علاقة بين أبعاد (السياسة و الالتزام - التخطيط - العمليات والتطبيق - الفحص والتصحيح) وبين سلوك المواطنة التنظيمية، وعدم وجود علاقة بين بعدي (مراجعة الادارة - التحسين المستمر) وبين سلوك المواطنة التنظيمية، وقد أظهرت نتائج الدراسة أن سلوك المواطنة التنظيمية يتأثر بصورة جوهرية، وذات دلالة إحصائية بكل من متطلبات المعايير الدولية للسلامة و الصحة المهنية (السياسة والالتزام، التخطيط، التحسين المستمر)، كما أظهرت اختلاف استجابة المبحوثين حول إجمالي كلا من أبعاد متطلبات المعايير الدولية للسلامة والصحة المهنية وأبعاد سلوك المواطنة التنظيمية تعزى للمتغيرات الديمغرافية (البلدية – العمر - سنوات الخبرة – المستوى التعليمي - المنصب الإشرافي – الجنس)، بالإضافة لذلك توصلت الدراسة إلى وجود حرص من البلديات على الالتزام بمتطلبات السلامة والصحة المهنية والتزام بالقوانين والتشريعات الملزمة لتطبيق متطلبات السلامة و الصحة المهنية، كما توصلت إلى أن موظفي البلديات يتمتعون بمستوى عالٍ من الانتماء و الالتزام بأبعاد سلوك المواطنة التنظيمية.

و قد خلصت الدراسة إلى مجموعة من التوصيات، حيث أوصت بضرورة تبني البلديات موضوع السلامة والصحة المهنية بشكل كامل من خلال التخطيط والتنفيذ والتدقيق والتدريب والرقابة والتوثيق، وأوصت أن تعزز البلديات كل ما من شأنه تعزيز سلوك المواطنة التنظيمية لدى الموظفين فيها ومن ضمنها موضوع السلامة والصحة المهنية، كما أوصت الدراسة المؤسسات الحكومية والأهلية والمؤسسات الخاصة بأن تبني موضوع السلامة والصحة المهنية كأولوية قصوى تسهم في المحافظة على موارد المؤسسات البشرية والمادية.

English Abstract

The aim of the research was to study the impact of applying the International Standards of Occupational Health and Safety Assessment Series (OHSAS 18001), on the organizational citizenship behavior, by conducting a field study on the main municipalities in Gaza Strip.

To achieve the objectives of the study, the researcher followed the descriptive analytical research approach by applying quantitative methods (questionnaires) and qualitative methods (interviews).

The participants of the research were formed from senior supervisory positions in main municipalities with (505) employees from both genders.

For data collection, the researcher has distributed (218) questionnaires based on Stratified Random Sample technique, to seek most efficient results.

He also conducted interviews with specialists and domain experts using the thematic analysis qualitative technique.

A considerable number of participants (181) with a response rate of (83.02%) have provided their responses.

In the data analyses phase, the researcher has used the statistical package for the social science software (SPSS) to analyze the data.

The study results showed a low statistical direct relationship between applying the requirements of the OHSAS 18001 and the organizational citizenship behavior among workers in the main municipalities in Gaza Strip.

Also, the study found a relationship between the dimensions of (Commitment and Policy, Planning, Implementation and Operation, Checking and Correction) and the behavior of organizational citizenship.

In the other side, the study found that there is no relationship between the dimension of (Management Review, Continual Improvement) and the behavior of organizational citizenship.

Also, it showed that the organizational citizenship behavior is highly impacted with each dimension of the OHSAS i.e.

(Commitment and Policy, Planning, Continual Improvement).

Results also showed that due to demographic variables (Municipal, age, years of experience, educational level, supervisory position and gender), there is a variation in responses of the respondents about the total of each dimension of OHSAS and dimensions of organizational citizenship behavior.

In addition, the study found that municipalities are keen to adopt and apply the safety and health standardizations including its requirements and legislations.

This is mainly due to the municipal employees who have a high level of loyalty and discipline toward the organizational citizenship behavior concepts dimensions.

Finally, the study was concluded to propose a set of recommendation that leads to tackle the lack of Occupational Health and Safety Assessment and promote the existing base that would contribute toward applying the OHSAS.

As a result, study recommended a necessity for municipalities to fully adopting the issue of occupational health and safety through planning, implementation, auditing, training, supervision and documentation.

It also recommended that municipalities should adopt everything that would enhance organizational citizenship behaviour of their employees including occupational health and safety.

Also, the study recommended that occupational health and safety should be adopted as a top priority as it contributes to preservation of human and material resources.
