Arabic Abstract

هدفت هذه الدراسة إلى التعرف على أثر الرشاقة الاستراتيجية على إدارة استمرارية الأعمال من خلال دراسة تطبيقية على المنظمات الدولية العاملة في قطاع غزة، وقد استخرج الباحث محاور للرشاقة الاستراتيجية اعتمادا على عدة دراسات سابقة وهي (وضوح الرؤية، المقدرات الجوهرية، اختيار الأهداف الاستراتيجية، المسؤولية المشتركة، واتخاذ الإجراءات)، ولتحقيق أهداف الدراسة قام الباحث باستخدام المنهج الوصفي التحليلي والإختبارات الإحصائية المناسبة لاختبار فرضيات الدراسة والإجابة على تساؤلاتها، وقد حصر الباحث مجتمع الدراسة في المنظمات الدولية العاملة في قطاع غزة والمسجلة في سجل وزارة الداخلية الفلسطينية وعددها (89) منظمة، واستخدم الباحث الاستبانة كأداة رئيسية لجمع البيانات من موظفي المنظمات الدولية من الإدارة العليا والبالغ عددهم (320) موظف وموظفة، وتم اعتماد اسلوب العينة العشوائية البسيطة، وقام الباحث بتوزيع (175) استبانة، وتم استرداد (152) استبانة، حيث بلغت نسبة الاسترداد (86.9%)، و اعتمد الباحث على برنامج (SPSS) الإحصائي لتحليل البيانات مستخدما اسلوب الانحدار الخطي المتعدد لقياس الأثر.

و قد أظهرت نتائج الدراسة أن مستوى الرشاقة الاستراتيجية في المنظمات الدولية كبير نسبيا، مما يعني أن المنظمات الدولية تمارس بالفعل الرشاقة الاستراتيجية، وقد تكون تمارسها عبر ممارسات ومسميات أخرى، كما أظهرت نتائج الدراسة أن هناك أثر لأبعاد الرشاقة الاستراتيجية وهي (المقدرات الجوهرية اختيار الأهداف الاستراتيجية، واتخاذ الإجراءات) على إدارة استمرارية الأعمال في المنظمات الدولية، فيما أظهرت أن استمرارية الأعمال لا تتأثر تأثيرا إحصائيا بالأبعاد (وضوح الرؤية، و المسؤولية المشتركة).

و قد خلصت الدراسة إلى مجموعة من التوصيات التي من شأنها أن تسهم في معالجة نقاط الضعف وإثراء نقاط القوة، حيث أوصت الدراسة بضرورة تعزيز المسؤولية المشتركة والالتزام الجماعي بين العاملين في المنظمات الدولية كافة وخصوصا العاملين من الإدارة العليا، وضرورة تطوير أدلة الإجراءات الخاصة بالمنظمات الدولية من أجل دعم مفهومي الرشاقة الاستراتيجية واستمرارية الأعمال بما يساعد على تسهيل عملياتها وأنشطتها، وكذلك تعزيز ودعم التكنولوجيا كعنصر ممكن من خلال تطوير أنظمة معلوماتية محوسبة تعنى بجمع وتحليل البيانات، وتعمل على تحديد المخاطر مبكرا وتساعد في تسهيل وتسريع عملية إتخاذ القرارات في الظروف الصعبة والمتسارعة، كما أوصت الدراسة بضرورة وجود إطار عام يغلف جميع الممارسات المتعلقة بالرشاقة الاستراتيجية واستمرارية الأعمال من خلال دعم وتعزيز الإدارة العليا لها من أجل الوصول بها إلى درجة الممارسة الممنهجة و الناجحة.

English Abstract

This study aims at identifying the impact of strategic agility on business continuity management through an applied study of the international organizations operating in the Gaza Strip.

The researcher drew on the elements of the strategic agility depending on several previous studies (clarity of vision, core capabilities, selecting strategic targets, shared responsibilities, and taking action).

To achieve the objectives of the study, the researcher used the descriptive analytical methodology, and the appropriate statistical tests to examine the hypothesis of the study and answer its questions.

The researcher limited the population of the study to international organizations operating in the Gaza Strip which are registered at the ministry of interior whose number is 89 organizations.

The researcher used the questionnaire as the main tool for collecting data from the staff of the international organizations from the top management and supervising group (320 employees).

The researcher used the simple random sampling method and distributed (175) questionnaires and retrieved 152 ones, with a recovery percentage of (86.9%).

The Statistical SPSS program was used to analyze the data and the multiple regression method for measuring the impact.

The findings of the study showed that the level of strategic agility in international organizations is relatively high, which means that international organizations already exercise strategic agility through other practices or under other names.

The findings of the study also showed that there is an impact on the elements of strategic agility which are (core capabilities, selecting strategic targets, and taking action) on business continuity management in international organizations.

The findings also showed that business continuity is not statistically affected by dimensions (clarity of vision and, shared responsibilities).

The study concluded with a number of recommendations that would contribute to addressing weaknesses and enriching the strengths.

The study recommended strengthening shared responsibilities and collective commitment among the employees of all international organizations, especially senior management and supervisory staff.

There is also a need for supporting the concepts of ‘strategic agility’ and ‘business continuity’ to facilitate its operations and activities.

It is alsonecessary to promote and support technology as an empowering element through the development of computerized information systems for the collection and analysis of data, and for identifying risks early and helping facilitate and accelerate decisionmaking in difficult and accelerating circumstances.

The study also recommended the need for developing a general framework that contains all practices related to strategic agility and business continuity through the support of senior management in order to achieve the level of systematic and successful practices.
