Arabic Abstract

هدفت الدراسة إلى التعرف على أثر أليات حوكمة تكنولوجيا المعلومات، على الأداء المؤسسي في المؤسسات الأهلية الاجتماعية في قطاع غزة، و قد استخدمت الباحثة المنهج الوصفي التحليلي؛ لتحقيق أهداف الدراسة، حيث تم تصميم استبانة كأداة رئيسة في جمع البيانات من عينة الدراسة، و المتمثلة في الإدارة العليا في المؤسسات الأهلية ضمن المسميات التالية (المدير التنفيذي، عضو مجلس إدارة، و مسئول قسم تكنولوجيا المعلومات)، و قد تم اختيار عينة عمدية من المؤسسات الأهلية الاجتماعية في قطاع غزة و عددها (60) مؤسسة، و توزيع عدد (150) استبانة و تم استرداد (133) استبانة منهم أي بنسبة (88.7%)، و كشفت الدراسة وجود أثر ايجابي لآليات حوكمة تكنولوجيا المعلومات، على الأداء المؤسسي حيث تبين أن ما نسبته (73.3%) من التغيرات الحادثة في الأداء المؤسسي ترجع إلى التزام المؤسسات الأهلية في قطاع غزة بكل من (العمليات الداخلية، و الآليات العلائقية) أما النسبة المتبقية و التي تساوي (26.7%) فإنها ترجع إلى عوامل أخرى، و كشفت النتائج أيضا اهتمام و تبني من قبل المؤسسات الأهلية العاملة في قطاع غزة، لمبادئ حوكمة تكنولوجيا المعلومات (الهياكل التنظيمية، العمليات الداخلية، الأليات العلائقية) بنسب متفاوتة أضعفها الهياكل التنظيمية، و قد خلصت الدراسة إلى العديد من التوصيات أهمها أن تعمل المؤسسات الأهلية و الحكومية على حد سواء بتبني مفاهيم حوكمة تكنولوجيا المعلومات ضمن أنظمتها، و سياستها الداخلية؛ باعتبارها اطارا عاما يمكن من خلاله تحقيق حماية و أمن المعلومات، و أن تسعى دائرة الجمعيات في وزارة الداخلية باعتماد آليات حوكمة تكنولوجيا المعلومات و مبادئها، في جميع المؤسسات؛ لما تقتضيه الحاجة في ظل التطور الواضح في عالم التكنولوجيا؛ للنهوض بالمؤسسات الأهلية وتطوير أدائها و استراتيجياتها.

English Abstract

This study aimed at identifying the effect of Information Technology (IT) governance methods on institutional performance of social NGOs in the Gaza Strip.

In order to achieve the study objectives, the researcher adopted the descriptive analytical approach, where a questionnaire was designed as the primary tool for data collection from the study sample.

The study sample was represented in the senior management of the NGO's including the following job titles (chief executive officer (CEO), member of boards of directors, head of IT department).

In this respect, a purposive sample was selected from the social NGO's operating in the Gaza Strip totaling (60) organization.

A number of (150) questionnaires were distributed to the sample, of which (133) were recovered representing a response rate of (88.7%).

The most important result that the study concluded with was the existence of a positive effect of IT governance methods on the institutional performance.

In this regard, a percentage of (73.3) of the incurred changes in the institutional performance attributed to the commitment of NGOs in the Gaza Strip to their internal operations and relational methods.

The remaining (26.7%) attributed to other factors.

The study also revealed that some NGO's in the Gaza Strip adopted the principles of IT governance including (organizational structure, internal operation, and relational methods) by discrepant rates, the lowest of them is the organizational structure.

The study recommends NGO's and governmental organizations alike to adopt the concepts of IT governance among their bylaws and policies, as they are considered a general framework through which IT security and protection can be reached.

Furthermore, Associations Department at the Ministry of Interior should seek to apply IT governance methods and principles in all organizations, as that is considered a necessity in light of the clear advancement in technology to uplift the level of NGO's performance and strategy.
