Arabic Abstract

تلعب سلامة الطرق دورا مهما في إنقاذ حياة الناس، و إن العدد المتزايد من حوادث الطرق في جميع أنحاء العالم، و خاصة في البلدان النامية، و تودي بحياة الملايين كل عام، جعلت إدارة سلامة الطرق في الأولوية لمعظم البلدان.

في مدينة عمان، تعتبر ظروف السلامة المرورية الحالية خطيرة و تحتاج إلى مزيد من الدراسات و الحلول لحل المشكلة.

الأهداف الرئيسية لهذه الدراسة هي تحليل و تقييم مواقع الحوادث العالية من خلال إجراء نماذج التنبؤ باستخدام برنامج الحزمة الإحصائية للعلوم الاجتماعية ( SPSS ) لبيانات حوادث المرور، و بيانات الحالة الهندسية، و بيانات حالة المرور لـ 30 شارع رئيسي حضري في منطقة غرب عمان، تم اختيارها بناء على مؤشر شدة الحوادث للأعوام من 2015 إلى 2018 و أيضا إجراء استبيان و اجراء ملاحظات شخصية على تلك الشوارع لادراك معظم العوامل التي تسبب الحوادث.

بعد ذلك، تم حساب مستوى خدمة السلامة الإظهار درجة السلامة لكل شارع أيضا، تم استخدام معايير الحد من الحوادث المحتملة لتحديد المواقع الأكثر عرضة للحوادث، اعتمادا على النموذج المتوقع لإجمالي الحوادث و أخيرا، تم وضع برنامج مقترح الإدارة التدابير المضادة كدليل لصناع القرار بشأن إدارة سلامة الطرق لقد وجد أن زيادة الحد الأقصى للسرعة سيزيد من عدد الوفيات و الإصابات الشديدة و الخفيفة، و لكنه سيقلل من أضرار الممتلكات و إجمالي الحوادث زيادة عدد التقاطعات سيزيد من عدد الوفيات و الإصابات الطفيفة.

الزيادة في المتوسط السنوي الحركة المرور اليومية ستزيد من عدد الإصابات الخطيرة.

أخيرا، سيؤدي انخفاض عرض الشارع إلى زيادة عدد الحوادث و الأضرار التي لحقت بالممتلكات.

رتب تحليل الاستبيان أسباب حوادث الطرق و وجد أن أكثر العوامل تأثرا كانت مرتبطة بخصائص الطريق.

أظهر تصنيف الشوارع المختارة وفقا لمستوى خدمة السلامة أن 27 شارعا لها مستوى ( IV ) من السلامة و 3 شوارع لديها مستوى ( III ) من السلامة مما يعني أن مستوى السلامة منخفض لجميع الشوارع المحددة، و تبين أن 15 شارعا تعتبر مواقع حوادث عالية وفقا لمعايير الحد من الحوادث المحتملة.

توصي الدراسة بضرورة تطبيق المعايير الدولية أثناء تصميم الطرق و بناءها.

بالإضافة إلى ذلك، يوصي الباحث بتحسين الوعي المروري للسائقين و المشاة و الركاب من خلال برامج التنوير.

English Abstract

Highway safety plays a critical role in saving people lives, the increasing number of road accidents and taking millions of people lives all over the world, made highway safety management in first priority for most countries.

The main objectives of this study are to analyse High Accident Locations (HAL) by conducting prediction models using (SPSS) program for Traffic accident data, Geometric and Traffic condition data for 30 urban arterial streets in west Amman area.

Also, conducting a questionnaire and personal observation to be aware of most of the factors that causes road accidents.

Then, conduct level of service of safety (LOSS) to show the rank of safety for each street.

Also, Potential Accident Reduction (PAR) criteria was used to identify accident prone locations.

Finally, a proposed countermeasures management program was done as a guide for the decision makers on highway safety management.

It was found that increasing speed limit will increase the number of fatalities and severe and slight injuries, but will decrease the property damages and the total accidents.

Increasing the number of intersections will decrease the number of fatalities and increase the number of slight injuries.

The increase in the annual average daily traffic (AADT) will increase the number of severe injuries.

Finally, the decrease in street width will increase the number of total accidents and property damages.

The questionnaire analysis ranked the causes of road accidents and found that the most effected factors relates to road characteristics.

The ranking of the selected streets depending on (LOSS) showed that the level of service of safety is low for all selected streets, and found that 15 streets is considered as HAL according to PAR criteria.

The study recommends that international standards should be applied during design and construction of roads
