The main reason for the state's recourse to debt is the budget deficit, which means the lack of public revenues from facing increasing public expenditures.

The greater the deficit, the greater the public debt, and the reality in Iraq shows that the state budget suffers from a constant deficit and an increase in recent years, The recent political and security events that have passed through Iraq have had repercussions on the performance of the Iraqi economy and the means used to reduce the deficit in the general budget is to resort to lending both internally and externally from foreign countries or institutions.
