This constitution isintended to build an institutions based on the participationof Algerians ;to conduct the public affairs and the ability to achieve the social justice, the equality and to Ensuring for individualsfreedomwithin the framework of a democratic and republican state » The examiner of this part from the preamble ; willconclude the generalframeworkwhichisintended by the constitution to build and develop a constitutional institutions for its importance in building and consolidating good governance.

Wishis a requirement of currentcircumstances on the grounds thatcrisistodayis a crisis of governance and other values do not materializeexcept in the atmosphere of good governance .thatwhatprompted the current constitution to look afterinstitutionalize constitution rules and Achieving standards of good governance ;rule of law ;transparency , accountability…etc.so the Algerian a constitution has responded the wishes ;the needs of citizens ; the political changes ;and the Economicdevelopment ;by all the modification imposed.
