Arabic Abstract

هدفت الدراسة إلى التعرف على دور برامج المؤسسات لذوي الإعاقة السمعية في تأهيلهم للإنخراط في سوق العمل في ضوء مصفوفه التأهيل المجتمعي، حيث استخدم الباحث المنهج الوصفي التحليلي الذي حاول من خلاله وصف الظاهرة موضوع الدراسة، و تحليل بياناتها و بيان العلاقة بين مكوناتها و الآراء التي تطرح حولها، و تكون مجتمع الدراسة من المؤسسات الخاصة بذوي الإعاقة السمعية في محافظات غزة باستخدام طريقة العينة العشوائية من الموظفين من مؤسسات المعاقين سمعيا بمحافظات غزة، حيث تم توزيع (110) استبانة على مجتمع الدراسة، و قد تم استرداد (100) استبانة بنسبة (90.9)%، و البالغ عددهم (100) موظفا من مؤسسات ذوي الإعاقة السمعية.

توصلت الدراسة إلى النتائج التالية : يوجد أثر ذو دلالة إحصائية لدور برامج المؤسسات ذات العلاقة في تأهيل ذوي الإعاقة السمعية للإنخراط في سوق العمل في ضوء مصفوفة التأهيل المجتمعي، و توجد فروق ذات دلالة إحصائية في استجابات المستجيبين حول المعوقات التي تواجه المؤسسات في تعزيز تواجد ذوي الإعاقة السمعية في الوظائف تعزي لصالح النوع الاجتماعي، و تقوم المؤسسات و منظمات المجتمع المدني على إشراك ذوي الإعاقة السمعية عند وضع آلية للوقوف على احتياجاتهم وفق متطلبات السوق في التشغيل، حيث تسعي المؤسسة بالتعاون مع الاسر لتعديل اتجاهات ذوي الإعاقة السمعية من خلال اكتشاف قدراتهم وميولهم، و لا تقوم المؤسسة على رصد المخالفات القانونية و جوانب القصور التي ترتكب بحق ذوي الإعاقة السمعية، و تواجه المؤسسة نقص الأدوات المساعدة لتأهيل ذوي الإعاقة السمعية من خلال ارتفاع تكلفتها، مما يحد من قدرة المؤسسات على تواجدها في سوق العمل.

توصلت الدراسة إلى التوصيات التالية : ضرورة ان تقوم مؤسسات ذوي الإعاقة السمعية بدعم أسرهم ماديا ومعنويا و تزويدها بالمعلومات و التقنيات الحديثة اللازمة لاندماج ابنائهم في سوق العمل، و ضرورة اسهام مؤسسات ذوي الإعاقة السمعية بالمعلومات و المواهب اللازمة لطرحها لزيادة فرصهم في المنافسة لسوق العمل، و ضرورة ان "تقوم مؤسسات الإعاقة السمعية بالضغط على الجهات المعنية بالتوظيف لتطبيق المادة الثالثة عشر من قانون العمل الفلسطيني للمؤسسات بتشغيل 5% من المعاقين سمعيا، و ضرورة ان تعزز المؤسسة مبدأ المساواة بين ذوي الإعاقة السمعية من خلال تقدير ذاتهم و المشاركة في سوق العمل.

English Abstract

The study aimed to identify the role of the programs of institutions for people with hearing disabilities in qualifying them to engage in the labor market in the light of the matrix of community rehabilitation.

The researcher used the analytical descriptive method in which he tried to describe the phenomenon of the subject of the study, analyze its data and explain the relationship between its components and the opinions that are raised around it.

The study population of private institutions for people with a hearing disability in the Gaza governorates using the random sample method of employees on the institutions of the hearing impaired in the Gaza governorates, where 110 () questionnaire was distributed to the study community, and 100 (90.9% (100) staff from institutions with hearing disabilities.

The study found the following results : There is a statistically significant impact on the role of the programs of the relevant institutions in the rehabilitation of people with hearing disabilities to participate in the labor market in the light of the community rehabilitation matrix.

There are statistically significant differences in the responses of the respondents about the obstacles facing institutions in enhancing the presence of people with hearing disabilities in jobs, The Foundation and civil society organizations involve the hearing disabled in the development of their needs according to the requirements of the market in the operation, where the Foundation does not seek to cooperate with the families to adjust the attitudes of people with hearing disabilities through the discovery of their abilities and tendencies, Foundation to monitor legal irregularities and shortcomings committed against people with hearing disabilities "the institution is facing a lack of tools to assist the rehabilitation of persons with hearing disabilities through their high cost, which limits the ability of institutions to their presence in the labor market The study reached the following recommendations : The need for institutions with hearing disabilities to support their families financially and morally and to provide them with the necessary information and modern techniques necessary for the integration of their children in the labor market The need for institutions of the hearing disabled to contribute the information and talents required for the people to raise them to increase their chances of competition for the labor market.

To implement Article 13 of the Palestinian Labor Law for institutions employing 5% of the hearing disabled, and the need for the institution to promote the principle of equality among the hearing disabled by self-esteem and participation in the labor market
