Abstract EN

In 23/03/2015, Egypt, Sudan and Ethiopia signed a document titled “Agreement on Declaration of Principles on the Grand Ethiopian Renaissance Dam Project (GERDP)”.

This Agreement caused a lot of miss understanding between jurists about its definition and its binding nature in international law and internal law.

It also raised a great constitutional issue about a Referendum in current Egyptian constitution 2014.

These constitution control methods will be useless if we do not identify advantages and disadvantages of this Agreement strictly, before the Egyptian people approved this Agreement or reject it.

To achieve the goal of this research, I divided it to three sections.

In the first one I talked about the definition of "Declaration of Principles on the Grand Ethiopian Renaissance Dam Project (GERDP)" and "Referendum", in the second one I talked about the binding nature of this Agreement in the international law and internal law, and in the third one I talked about the advantages and disadvantages of this Agreement.

I also put a list of the most important results and recommendations as well as a list of Arab and foreign references.
