In recent years the concept of development in societies has evolved from a concept based on giant companies and central planning to another concept that refers to the individual or collective creativity and innovation of a society as a whole, Known as "entrepreneurship".

Recently, there has been increasing interest of researchers in the field of entrepreneurship and institution-building because of its growing importance to the economy and society.

Although the overall interest of young people in entrepreneurship, the level of engagement of young Arab and Algerians remains lower compared to those of the other countries, especially among graduates students of the University of Algeria, who are looking for permanent jobs instead of creating their own business, that is supported by several agencies specifically designed to provide financial and material assistance, and even consultancy.

Many researchers attribute this finding to the lack of entrepreneurial culture within these young communities.
