Abstract EN

The corruption history return back to the beginning of creation, the heavenly religions interested about this issue, they reveled for people that the big harm is behind this phenomena.

the holy Quran, interested about this very much, it is mentioned the effect of corruption upon societies generally, and individuals specifically.

any verse of Quran mentioned the effect of corruption followed by another verse mentions the death and bad consequences for the spoilers.it is dedicated fifty verses in deferent occasions condemn corruption, demand people to stay far from it, and alarming about the bad consequences… then Quran gave a more broad meaning of the usual meaning of corruption given by international and civil organizations.

the Quran has classified the corruption into two divisions : first : moral corruption : for example almighty god mentioned that : "because of that we decreed upon the children of Israel that whoever kills a soul unless for a soul or for corruption [done] in the land- it is as if he had slain mankind entirely" second : sensory corruption : such as almighty god says : "indeed the penalty for those who wage war against Allah and his messenger and strive upon earth [to cause] corruption is none but that they be killed or crucified or that their hands and feet be cut off from opposite sides or that they be exiled from the land.

that is for them a disgrace in this world : and for them in the hereafter is a great punishment".

it may be noted through these two verses of holy Quran, that the effect of the two divisions are very detestable, and the results are very severe, and it may extend to all the ingredients of life for entire people, it may lead to the wasting and squandering wealth, time, energy , and qualifications, and it may impede accomplish of functions, services and responsibilities, as well as cause the delay of the construction process, and the improvement in all fields.

It is worth mentioning that arising and continuity of this phenomenon connected to the desire of man to gain material and moral gains in illegal ways.

this will be very clear in the developed world societies specifically in the governmental institutions.

so we need a serious and real will within the political leaders to fight all forms of administrative corruption.

or at least the guidelines of anti – corruption efforts not contradict with the political authority.

and the government should have a long term investigation about the legal violations, because it may lead to revelation of criminal and administration cases, and detect the corrupted politicians and officials and exposing them to the community, prosecuting them, and withdrawing confidence in the case of conviction.

in this regard almighty god Allah says: " and when it is said to them, do not cause corruption on the earth, "they say, "we are but reformers" .

unquestionably, it is they who are the corruptors, but they perceive [it] not." in consequence this kind of decease should be counterattacked by every available legitimate and legal means, it will be very hard to control without announcement of a real war about it before being spread and infected by all the accommodations of life.

the leading researches and the scientific experiments have proved that the process of early reform may help the society and save it from loss and destruction.

the delay in it means increasing the likelihood of failure of this reform and the inability to meet the challenges of the future.
