The moderns methods of managing public services have been varied in order to cope with the difficulties, economic, financial and administrative conditions which hinder the State in the realization, management and exploitation of these facilities, among these techniques and methods we find the delegation of public service, and which is an administrative contract executed by a public law person for another natural or legal person to carry out the management, operation or realization of the facilities or the acquisition of the necessary means for the public service or their maintenance in accordance with the nature of the used form by the delegation of contracts, and the most important is the concession contract, lease, management or incentive agency.
