تهدف هذه الدراسة إلى الوقوف على مدى الاستقلالية المالية للجماعات المحلية في الجزائر وقد تم الاعتماد فيها على النصوص القانونية التي لها علاقة بميدان المالية المحلية، حيث تبيّن من خلال دراستها ضعف الاستقلالية المالية لهذه الجماعات واعتمادها بشكل أساسي على دعم الدولة، الأمر الذي جعل هذه الدراسة تخلص إلى تقديم بعض الاقتراحات التي تساهم في تقوية استقلاليتها المالية.
Abstract EN
This study aims to evaluate the extent of financial indépendance for local communities in the Algerian law, it was conducted by relying on the legal texts that are related to local finance.
The study concluded that the financial indépendance is weak for local communities and that they are relying mainly and increasingly on state subsidies.
We have presented at the end some suggestions that help in strengthening the financial indépendance of local communities.
