The realization of the real decentralization is effective, requires Algerian legislature to recognize a financial autonomy for the territorial communities.

The question of the financial autonomy of the territorial communities is determined by set of criteria and conditions, among these is the freedom of the territorial communities in the determination of their expenditure and revenue during the preparation of their budget, and for this connection the Algerian legislature must ensure on the guarantee of the freedom of the territorial communities during the preparation of their budget on the occasion of the elaboration of the legal texts governing this subject.
