Local communities lack the diversity of their own local financial resources, reflecting their inability to meet their needs and development role, so that their budgets and expenditures are based on direct grants and allowances by the state.

The legislator also approved another mechanism to cover its deficit, namely the financial solidarity between the municipalities and the states, through the creation of solidarity and guarantee funds in accordance with the law n0 10-11relative to the municipality and 12-07 relating to the state in the text of Articles 211 and 176 respectively.

A fund established under Executive Decree n0 14-116 administers solidarity and guarantee funds for local authorities, after having examined the provisions relating to its objectives, which indicate that it contains provisions for balancing implementation the local budget.

Suggests that it is a solidarity mechanism between municipalities and states, but is simply another central funding mechanism indirectly.
