Violence described as the declared enemy of every state.

All countries at the past or present has raised the slogan of security stability, System, justice, rights and freedoms assurance.

But is it possible that there will be a time for the state to have the right to exercise and use the violence, and be legislated?! Hence we are going to see what the western Thinkers have been said about this concept and how they justified using it.

Georges Sorel (1847-1922) one of the most prominent french thinkers and the German thinker Max Weber (1864-1920) as well, and the question here is: Did Sorel and Weber have an excuse behind the justification of that violence? Therefore, we will represent in this research how both of them treated this legitimate violence concept; to realize whether they were right or it took another direction? This study is an attempt to identify the legitimate violence concept of the state; to clarify the characteristics of this concept according to George Sorel and Max Weber, we are going to analyze their views on that concept in order to determine the basis they used to ensure using the violence by the State and make this matter legislated.
