The Arab countries have tried on many occasions to improve their law systems to keep pace with the changes that took place in the world at the level of the field of informatics.

Undoubtedly, this matter is of paramount importance in all aspects of life.

Hence, these countries have tracked the attainments of the developed countries in this field by legislating laws that regulate informatics technique and information and communication technology to make it serve the state institutions and preserve the rights of the citizen.The Arab countries rushed to endorse the Arab Treaty issued in Cairo on Dec.

21th, 2010 to fight informatics crimes.

Algeria, on its turn, endorsed the treaty on Sep.

8 th, 2014 according to the presidential Decree No.

14-252 .This was preceded by the issue of the law 04/09 which comprises the rules concerned with the protection from the crimes bearing on information and communication technology
