Algeria, in the light of the global transformations, is forced to move behind some updates that are a factor of development for many third world countries, but the process of harmony with these developments necessitates preparing a solid ground that ensures the development of the national economy by the state.

The role played by universities in promoting development is not forgotten, because universities are the highest educational institutions where the implemented research and development play an essential role in the research and development system of any country that aspires to progress.

To achieve these goals a close cooperation between universities and industrial sector is required, this effort will allow the identification of the scientific and technical capabilities of universities.

Based on this, this paper will examine the reality of the partnership between the university and the industrial sector in an attempt to discuss an issue of great importance in advancing the Algerian economic development by highlighting the role of the university in its second section related to the extent of its contribution in the formation of human capital to enhance industrial performance on the one hand and to strengthen the industrial sector in the development of scientific research to promote the national economy.
