Abstract EN

The aim of this study is to know how far is the influence of the administrative creativity on human capital development in the Directorate of Telecommunication in Constantine, in the light of some changes as the dimensions of administrative creativity (administrative empowerment, organizational communication, leadership style, incentive system and organizational structure).

To achieve the objective a descriptive and analytical approach is adopted in the theoretical part, while a case study approach is used in the practical part.

A survey was conducted to find out about the influence of the administrative creativity on human capital development in the Directorate of Telecommunication in Constantine.

A sample of administrative employees is chosen.

The study showed that there is an impact of administrative creativity on human capital development, and concluded that improving human capital requires a continuous adoption of administrative creativity concept by paying attention to its dimensions.
