In order to fulfil the increasing needs of individuals in their communities we can discuss the public order that is incorporated in the field as a public procurement.

Also, we can talk about fulfilling these needs through a transition from the direct management, a direct management from the government by setting up its own subsidiary institutions, to an indirect management by the public or the private delegation which is called public service delegation.

All things considered, to what extent can this procedure improve and control providing a more sophisticated service to the citizens.
