After the establishment of the post of High Commissioner for Human Rights, this renewal was followed by the transformation of the Commission on Human Rights into the Human Rights Council, which has become the major international forum on human rights.

Whether the State is a signatory to its international obligations or is not bound by socalled non-contractual mechanisms, of which the new Council is one of the most prominent.

This work dealt with the similarities and differences between the Commission on Human Rights and the Human Rights Council, the reasons for this development and the main parameters for the organization of the new Council.
